Bill Keeley has more than 30 years of diverse experience in business, government, and non-profit sectors, including 23 years nuclear industry experience with five years at commercial nuclear power plants.  He has worked 19 years at WIPP, during which time he has managed the following functions:

• Strategic planning

• Communication

• Organization Development

• Technical Training and Human Resource Development  

• Technology Transfer and Economic Development

• Total Quality Management

Keeley has authored numerous organization development tools that are now used by organizations worldwide, including NASA, Intel, the United Nations, Dell Computers and 3M.  These tools include the 360-degree tool and the Leadership Development Needs Assessment (LEADNA).  He received the George Westinghouse Signature Award and multiple Total Quality Management awards.

He holds a bachelors degree in history at Eastern Illinois University (EIU).  He has completed graduate work at EIU and New Mexico State University and Harvard Business School executive education courses.  He earned a certificate in Training Systems Development from the Institute of Nuclear Power Operations.
