Gloria Johnson

General Counsel

Gloria [Barnes] Johnson has provided legal and litigation management services on behalf of Washington Group and its predecessor affiliates for over 15 years. Prior to this time, she worked with the Office of General Counsel, South Carolina Department of Health and Environmental Control and as a law clerk to the Honorable Ernest Finney, Jr., former Justice of the South Carolina Supreme Court.

Prior to beginning work at WIPP in 1994, Johnson served as Senior Counsel with the Westinghouse Savannah River Company at the Department of Energy's Savannah River Site, Aiken , South Carolina , where she was primarily responsible for legal issues and activities arising under the Resource Conservation and Recovery Act (RCRA). 

Johnson has amassed a demonstrated track record of effectively addressing and resolving legal issues and supporting environmental, health and safety compliance. In her early years at WIPP, Johnson successfully partnered with the DOE Office of Chief Counsel to develop and lead a highly diverse WIPP Legal Team, providing specialized and consolidated legal support services, crucial to the 1999 opening of WIPP for radioactive waste disposal operations.  

As manager of the Washington TRU Solutions Legal Office at WIPP, Johnson provides and oversees the delivery of legal services to management and all departments, including procurement, contracts, human resources, operations, engineering, and environmental, safety and health. She also manages litigation, supports the negotiation of various agreements and compliance matters, and supports regulatory permitting efforts.     

Johnson is a Registered Environmental Manager with the National Registry of Environmental Professionals and is licensed to practice law in New Mexico and South Carolina.  She also serves as an Adjunct Professor for the College of the Southwest.

Johnson holds a BA in Political Science from South Carolina State College, a MAT in History from the Citadel and a JD from the University of South Carolina. Johnson is also a graduate of Leadership New Mexico. She is active in state and community affairs, having served on the governing boards of various non-profit organizations, including the Carlsbad Rotary Club, Leadership New Mexico, the AWARE Program, the Eddy County Safe House, and the Zia Girl Scout Council.  Johnson presently serves on the governing boards of the Golden Apple Foundation of New Mexico and the Carlsbad Literacy Program. She is also the Sunday School Superintendent at Mount Olive Baptist Church

Johnson routinely speaks to professional, civic, and youth groups and is the recipient of numerous service and quality awards and recognitions. Johnson and her husband, Elwis, Sr., have seven sons, four daughters and several grandchildren.
