Frye has 25 years of human resources and operations management experience.  He has managed human resources departments for commercial and DOE-related facilities. 

Frye also has extensive experience in collective bargaining negotiations, including the current WIPP agreement.  He has led diversity initiatives that earned an outstanding rating by DOE for promoting diversity in the workforce, and recognition from the Office of Federal Conciliatory Compliance Programs for affirmative action programs.  He has also developed and implemented recruitment, training and retention strategies to meet the mission’s changing job skills requirements.

Frye holds a bachelor’s degree in economics and labor management relations from the University of Pittsburgh.  He and his wife, Gerry, have three sons.
